01 · Overview & Acceptance of Platform Terms
Welcome to the Horizon Funding Platform (“Platform”), operated under the stewardship of the Horizon Foundation (“we,” “us,” or “our”). By creating an authenticated account, accessing public grant registries, initiating a grant application, or contributing programmatic funding capital, you (“Participant,” “Seeker,” “Provider,” or “Reviewer”) unreservedly enter into a legally binding covenant governed by this comprehensive terms.
Important Institutional Notice — These terms supersede prior informal platform memoranda and take precedence over default procurement documentation unless a formal bilateral Enterprise Funding Agreement has been countersigned by an authorized officer of the Horizon Foundation.
02 · Participant Roles, Verification & Credential Authenticity
To preserve the academic rigor and statutory compliance of institutional disbursements, the Platform enforces stringent tiered verification protocols for all operational profiles.
Grant Seekers & Scholars
Must supply verifiable ORCID identifiers, institutional email domains (.edu, .ac, or regional equivalents), and valid photo identification upon reaching the finalist evaluation phase.
Providers & Philanthropies
Subject to Know-Your-Business (KYB) checks, 501(c)(3) or charitable equivalence review, and anti-money laundering (AML) screening prior to public listing of funding funds.
05 · Institutional Privacy Policy & Data Security
Horizon complies with the General Data Protection Regulation (GDPR - EU 2016/679), California Consumer Privacy Act (CCPA/CPRA), and Family Educational Rights and Privacy Act (FERPA) requirements for student researcher dossiers.
